When was the Faculty Association formed?

The Faculty Association was formed in 1976, after the legislature passed the Educational Employment Relations Act (EERA), which established collective bargaining for the California community colleges. In 1978, the faculty of the college voted to make the Association the exclusive representative of all college faculty in the arena of collective bargaining.

In 1996 a law was passed to change the way service credit was calculated for part-timers, but SMC’s calculation procedures have never conformed with the law. The STRS calculation for a Full Time Equivalent assignment should be based on a minimum of 525 instructional hours for lecturers and 1050 for counselors and librarians.  However, SMC is still not reporting service credit correctly.  Misreporting prevents part-time faculty from receiving the correct number  of years for their service credit, which affects each part-timer’s retirement benefits.

The Faculty Association, led by Chief Negotiator Mitra Moassessi, recently incorporated an agreement in our current contract to correct the STRS calculation retroactively back to 1996 here at SMC. However, if you are contemplating retirement in the near future, you need to make sure on an individual basis that the calculation for your service credit has been made correctly here and wherever you have taught.
