The California Performance Review Commission, meeting on October 20 at UC Irvine, has rejected the proposed elimination of the Community College Board of Governors, one of the key elements in the Riordan/Robertson plan to restructure the CCC’s. The commission, made up 21 state business, labor and civic leaders appointed by Governor Schwarzenegger, recommended that the BOG be retained and that the Chancellor's Office remain an independent agency, and be given enhanced authority to fulfill its responsibilities.
The commission also rejected the CPR team's recommendation to establish a powerful Secretary of Education and Workforce Development, which would oversee the Chancellor's Office. "The community college system is an important provider of education and should be able to shape educational policy for its students," the Commission stated in its final report.
The commission also rejected the CPR's recommendation of the oxymoronic “mandated volunteer” service and service learning for community college and university students, as well as recommendations to make major changes in the Student Aid Commission. The commission also indicated support for improved articulation among community colleges, CSU and UC.
The staff to the commission has developed a compilation of testimony and materials received regarding the CPR recommendations. A draft of the 563-page document is available on the CPR website at cpr.ca.gov. The compilation covers the testimony provided by over 3,600 individuals and organizations in response to the 1,300 recommendations of the CPR.
During the commission meeting, Chon Gutierrez, interim director of the Department of Motor Vehicles and director of the CPR team, reported to the commission that neither they nor the public should view the CPR as the final step in the process of reviewing state government. The commission's recommendations, data and additional perspectives are now being looked at by a small team of state employees. It is expected that their recommendations, along with the recommendations of the commission will be forwarded to the Governor.
