Governor Gray Davis has called a special session of the legislature to convene on December 9, 2002. The governor believes this year’s state budget shortfall will exceed the $21 billion that was forecast by the LAO (Legislative Analyst’s Office). His goal of the special session is to cut $5 billion more from the state budget between the 2003 and 2004 fiscal years.
Reports out of Sacramento indicate that the governor and the legislature may plan to cut $1.8 billion from this year’s K-14 Prop 98 funds. That would be about $200 million out of the community college portion. Some kinds of apportionment deferrals are also being considered. Talk of reducing the current 2.0% COLA to 1.66% has been dropped. On the other hand, reports also indicate that there will be a lot of pressure from many sides for revenue enhancements—the euphemism for tax increases—which Republicans have vowed to fight.
Will the governor and the legislature play Scrooge or Santa Claus for the community colleges? We should know by Christmas morn.
