As CSEA Chapter 36 went into negotiations with the District for a successor contract in September, we expected that the District would want to conclude negotiations by the close of the current contract, December 31, 2002. With that in mind, we submitted our initial proposal in June, hoping that they would make a counter-offer in July. (We supposed that they had been working on their proposal all along). The District counterproposal was made at the September 9 Board of Trustees meeting, and does not respond in any way to our proposal; rather it wants the union to give back gains that it has won in previous contracts. For example, the District wants to modify classified work schedules at any time without notice, as well as remove shift differentials and eliminate flex schedules, and has proposed removing some members from the bargaining unit.
At our initial meeting, 9/16/02, we set ground rules to insure that both parties were prepared to negotiate on agreed articles, and to create an atmosphere of professional conduct. At our October meetings we experienced some difficulty getting information that would help analyze both parties positions. We are proceeding in good faith and believe that these early interactions are just part of the settling in process.
