Who conducts the negotiations for the Faculty Association?

The Negotiating Council, under the leadership of the Chief Negotiator, has the responsibility of conducting negotiations with the District. A three-member Negotiating Team, led by the Chief Negotiator, meets with District negotiators to reach agreement on a new contract, and reports back to the Council for its advice and consent. The Council, in turn, reports to the membership. All new contracts must be ratified by a vote of the Association membership.

Faculty Association of California Community Colleges held its Board of Governor's meeting in Sacramento early this month, and with Carolyn Russell presiding the focus immediately led to the state budget, and thus far, Governor's May revision still contains $62 million ofr Part-Time Faculty Compaensation (See Lantz Simpson's article).

Of the many topics discussed was the possibility of hosting a FACCC sponsored "shadow day" and Chancellor Nussbaum's comments regarding the 50% law. FACCC is seriously entertaining the idea of having Board members accomplany faculty from their respective campuses to visit legislators, and see our state government in action in Sacramento. I think this is a good idea. The particulars will still have to be worked out. As for the Chancellor and 50 percent, Nussbaum is requesting all community college districts to comply with the 50 percent. However, loopholes abound, and districts can still apply for exemptions begging unexpected expenses. A report from the Chancellor's 50 Percent Task Force is expected to appear soon, perhaps during the summer?

By now nearly all faculty should have received a brochure in the mail advertising FACCC 2001 Conference which will be held September 28-29, in Silicon Valley. I strongly encourage as many faculty to attend this conference as possible. You all need to see who's who and what FACCC is doing with YOUR money! All the officers of the SMCFA will be there. If you are shy, uncertain and know no one give us a call. Let us know if you wish to attend!!!
