What is the "contract"?

The contract spells out the salaries, working conditions, and grievance rights for faculty at SMC. The current collective bargaining agreement (also known as the "contract") is in effect from August 24, 2010, to August 19, 2013. A complete copy of the agreement is posted on this website. Paper copies are available upon request to any faculty who wants one.

I. Approval of Minutes – May 21, 2009:  Minutes approved unanimously.

 

II. Approval of Reassigned Time, Summer and Fall 2009

 

Summer: Odemaris Valdivia made a motion to approve the reassigned time as presented; Jackie Scott seconded the motion, which passed unanimously. 

 

Summer: President 20%

III.  Special Guests – FACCC Presentation on Budget 

Andrea York, Legislative Analyst for FACCC explained that to deal with drastic cuts, FACCC is advising faculty and college staff to engage with the legislature. FACCC will be bringing together budget advocacy teams at all colleges across the state.  At SMC, the Budget Advocacy Team comprised of faculty, classified staff, students, and administrators are meeting to work on possible strategies.

 

Andrea York introduced Bryan Ha, FACCC’s New Membership Director, who will be assisting colleges in creating advocacy teams.

 

Discussion: Cuts will affect education and also in-home services; they will affect the poorest of the poor. Cuts will affect CSU, UCLA and the K-12 system.  FACCC is expecting a 50% cut for categoricals, and possible flexibility for categoricals, which could allow a local board to take money for one categorical area and possibly move it into another categorical area.

 

There is a proposal to make some physical education classes non-credit, instead of credit classes. Chancellor Jack Scott stated that this is discriminatory – and we should lobby against it. The expectation is that the community college could lose 250,000 students statewide. Fees were also expected to rise to as high as $60 per unit.

The democratic caucus has so far held the line on fees. The Chancellor suggested that any fee increase must be modest.

 

STRS issues:  funding STRS – there is a small-unfunded liability; STRS is 86% funded even in the current fiscal crisis.
