I. President's Report: Dennis Frisch reported on the state budget.  The community colleges avoided cuts to their programs; there will be 2% growth money, no cuts to categoricals, and a .68% COLA.  There was also an appropriation for property tax backfill funds. Be prepared for mid-year cuts in January when the governor presents the 2009-10 budget.

The 5th annual California state AAUP conference will be held at SMC: Envisioning Participatory Governance in a Contingent & Corporatized Academy onOctober 4 from 9:15 am – 4:15 pm in Business and HSS buildings.  Marc Bousquet will discuss his book How the University Works, an analysis of how the administration exploits faculty and students.  The Faculty Association will pick up the registration fee for all FA members.  For more information faculty can check the following online links:

DPAC had two meetings with nothing significant to report.

Parking: The parking problems for staff continue unabated. We have increased the number of staff, but not the number of staff parking spaces. The Faculty Association encourages early arrivals to park in non-staff parking, to leave staff parking for late arrivals
 
II.  Approval of Minutes – September 11, 2008.  Sandra Burnett made a motion to approve the minutes of 9/11/08; Martin Goldstein seconded the motion, which passed unanimously.

III.  Presentation on Measure AA – College Bond: Denny Zane.
Denny Zane, former mayor of Santa Monica, and Santa Monica College consultant, presented the components of measure AA.  This program would complete the modernization and beautification for SMC.  Drescher Hall and the front of campus will be renovated with a new look, a new bookstore, a new student services building, and a new bus station, which will provide a link to the proposed Metro light rail.  The measure is endorsed by the SMC Board of Trustees, SM/Malibu PTA league, Julia Brownley, Sheila Kuehl, SMRR, the Santa Monica Chamber of Commerce and others.

IV.  Motion from the Executive Committee: “The Executive Committee recommends that the Representative Assembly endorse Bond Measure AA.” Motion passed unanimously.

V.  Dennis Frisch made a motion to approve the following appointments to DPAC subcommittees:
Budget: Howard Stahl and Mitra Moassessi.
College Services: Michael Strathearn and Maria Alvarado.
Facilities: Judith Douglas.
Human Resources: Sandra Burnett and Peter Morse.
Technology: Tom Peters.
Motion seconded by Elisha Shapiro, passed unanimously.

VI.   Motion from the Executive Committee: “The Executive Committee recommends that the Representative Assembly approve the appointment of Jackie Scott as part-time conciliator with 10% reassigned time.” Motion passed unanimously.

VII.  Motion from the Executive Committee: “The Executive Committee recommends that the Representative Assembly endorse SB 840, the universal health care bill proposed by Sheila Kuehl.” Motion passed unanimously.

A motion was made by Sandra Burnett to appoint Garen Baghdasarian (life science chair) to serve as Chair of the Department Chairs Committee. Dennis Frisch seconded the motion, passed unanimously.
