When was the Faculty Association formed?

The Faculty Association was formed in 1976, after the legislature passed the Educational Employment Relations Act (EERA), which established collective bargaining for the California community colleges. In 1978, the faculty of the college voted to make the Association the exclusive representative of all college faculty in the arena of collective bargaining.

I.  Approval of Minutes – Ken Mason made a motion to approve the minutes from May 22, 2008; Motion seconded by David Zehr; motion approved unanimously.

II. Presidents Report: Lantz Simpson reported that the Faculty Association (FA) is in a great position with a newly settled contract, and no up-coming negotiations.

Congratulations go out to Howard Stahl for his election as Chief Negotiator.

The FA presented a special thank you, card, flowers, and plaque to our past Chief Negotiator Mitra Moassessi for an incredible job well done.

The FA held a leadership retreat over the summer and, more than one dozen leaders from the Executive Committee and Negotiating Council were in attendance. The retreat was held at the Marriott Hotel in Manhattan Beach. The last retreat was held three years ago and while there was evidence a lot was accomplished, there is still room for improvement. Bill Hewitt, President of FACCC, was also in attendance, and discussed state politics. He suggested that FACCC and the FA are partners who need to work on strengthening AB 1725 and part-time equity, and he suggested these two issues are in harmony with one another.
Dennis Frisch reported that four SMC faculty members are also involved with FACCC: Becky Curtis, Communications Committee, Part-time Committee; Martin Goldstein, Political Action Committee; Mitra Moassessi, Board of Governors; and Dennis Frisch, Vice-President of FACCC.

The 5th annual California state AAUP Conference will be held October 4 at SMC: Envisioning Participatory Governance in a Contingent & Corporatized Academy from 9:15 am – 4:15 pm in the Business and the HSS buildings.

Martin Goldstein is the president of the AAUP Chapter here at SMC. Marc Bousquet will present How the University Works, an analysis of how the administration exploits faculty. The Faculty Association will pick up the registration fee for all FA members.

III. Approval of 2008-09 Executive Committee and election of three at-large members
The Motion was made by Martin Goldstein and seconded by Jackie Scott to approve the Executive Committee for 2008-09, passed unanimously.

President, Lantz Simpson; Chief Negotiator, Howard Stahl; Vice-President, Kathy Sucher; Treasurer, Tracey Ellis; Recording Secretary, Becky Curtis; Professional Rights and Responsibilities Chair, Kathy Sucher; Finance Committee Chair, Mitra Moassessi; Instruction Chair, John Kennedy; Public Affairs, Martin, Goldstein; Faculty Benefits, Sandi Burnett; Nominations and Elections, Kym McBride; College Environment, Michael Strathearn; Hourly Faculty, Becky Curtis; Membership, Maria Alvarado; Web Site, Kathy Sucher; Editorial Board, Martin Goldstein; Distance Education, Sal Veas; Governmental Relations, Dennis Frisch; Immediate Past President, Fran Chandler; Academic Senate, Richard Tahvildaran-Jesswein.

Executive Committee at-large members:  Dennis Frisch nominated David Zehr, seconded by Martin Goldstein; Kathy Sucher nominated Jackie Scott, seconded by Martin Goldstein; Kathy Sucher nominated Tom Peters, seconded by Sandi Burnett.
Dennis Frisch made a motion to close the nominations, seconded by Michael Strathearn; passed unanimously. Motion then made by Dennis Frisch, that the nominated members be elected by acclamation, seconded by Martin Goldstein; motion passed unanimously.

IV. Motion from the Executive Committee
“The Executive Committee recommends that the Assembly endorse Susan Aminoff, Margaret Quinones and Rob Rader for the Santa Monica College Board of Trustees.”
Passed unanimously.

V.  Motion from the Executive Committee:
“Pursuant to the vote of the membership in Spring 2008, the Executive Committee recommends that the Assembly allocate $35 per member to the SMCFA-PAC for the academic year 2008-09 for the purpose of supporting the Board candidates endorsed by the Assembly.” Motion passed unanimously.
The FA will get out op-ed forms in faculty boxes next week.
Members who do not op-out will be members of the PAC.

VII.    For the Good of the Order:

    Sal Veas: Distance Education Committee: All fall meetings will be on Tuesdays, from 12:45 pm – 2 pm in Business 111. Meeting dates: September 23, October 7, 21, November 4, 18.     Michael Strathearn: Safety Committee: This year all faculty members are required to take NIMS & SIMMS emergency training. Some college faculty completed four hours for NIMS training on flex day – faculty still need to complete SIMMS training.

    Howard Stahl: Regarding the 67% law, the FA is working on a Memorandum of Understanding to implement the 67% change and to protect Associate Faculty status. The 67% law will go into effect January 2009, but the college will not be required to implement the new law until a MOU is agreed upon. Currently a full time teaching load is 30 LHE per year, so part-time equivalents at 60 % means 18 LHE a year -- 9 LHE per semester; the 67% change would equal 20 LHE per year which equates to 10 LHE per semester and allows faculty in such disciplines such as mathematics and modern language, teaching 5 LHE classes, to teach two classes at one college. This also affects faculty who teach over-sized classes.
