I.   Approval of Minutes -- Jackie Scott made a motion to approve the Minutes of November 6, 2008 Dennis Frisch seconded the motion, which passed unanimously.

 

II.  FACCC Dues Recommendation -- Motion from the Executive Committee:

 

Announcement: Lantz Simpson reported that FACCC Executive Director Jonathon Lightman would not be at the meeting today, as first reported, because he needed to attend the Board of Governors “Task Force for Faculty Obligation Numbers.”

 

FACCC Dues Increase: The Assembly passed a motion to put to a vote of the Faculty a FACCC dues increase in the spring.

 

Lantz Simpson reports that a year and a half ago, FACCC decided to increase their dues. Santa Monica College is a FACCC contract school. The FA Bylaws state that the Assembly can vote to modify a contract; but dues changes, should be modified by the membership. FA attorney suggested that legally the FA Assembly could increase the dues as it concerns a contractual modification. For the purpose of member education the Assembly decided to put the issue to a vote of the membership.

 

Dennis Frisch reported on FACCC’s history and current lobbying efforts. He said that the advantages the SMCFA has realized from the contract with FACCC, including effective representation in Sacramento on important faculty issues, has been invaluable.

 

Dennis Frisch reviewed the contributions FACCC has made over the past ten years.

The Executive Committee recommends that the Assembly adopt the following motion regarding an increase in FACCC dues:

 

1.  That the Assembly put to a vote of the faculty (including agency fee payers) a proposal to increase FACCC dues for SMC faculty pursuant to our contract with FACCC;

 

2.  That the Assembly unanimously recommend a "yes" vote of the faculty to increase FACCC dues.

 

3.  That individual FACCC dues be increased from $135 to $162 per year per full time faculty member and from $35 to $40 per year per part-time faculty member.

 

4.  That approval of this increase will amend the Faculty Association's contract with FACCC;

 

5.  That the Elections Committee will be responsible for setting a date for the election sometime during the Spring 2009 semester;

 

6.  That the Elections Committee will provide educational materials on FACCC and the dues increase to be included with the ballots.

 

Motion passed unanimously.

 

III.   Approval of Appointment of Dennis Frisch to College Safety Committee:  Jackie Scott made a motion to approve Dennis Frisch for membership in the College Safety Committee; Howard Stahl seconded the motion, which passed unanimously.

 

IV.  President's Report: Holiday party -- Suzanne MacDonald has volunteered her home for the annual FA Holiday Party, which will take place Saturday December 13th. More information will be available soon.

 

Budget Summit: DPAC recommended to President Tsang that he convene a budget summit soon.

 

Randy Lawson recommended to the Board of Governors that the Faculty Obligation numbers should not be implemented in light of the budget problems.

 

Meet and Confer: 11/20 is the FA’s monthly meet and confer with Vice Presidents Randy Lawson and Jeff Schimizu and there is a number of issues to be discussed.
