The meeting was called to order at 11:20 a.m. A quorum was present
I. Recognition of Past-President Lantz Simpson Lantz Simpson was honored for his nine years of service to the Faculty Association.
II. Passing of the Gavel to new President, Mitra Moassessi: Mitra Moassessi accepted the gavel of the Presidency of the Faculty Association.
III. Introduction of Representatives.

V. President’s Report Appointments: New President, Mitra Moassessi appointed Communications Department faculty member, Josh Kanin to the Assembly; approved unanimously. Part-time Representative Lisa Williams was appointed to the Assembly to represent the cosmetology department; approved unanimously.
Announcement: A memorial will be held 11 am on Saturday for Christian Hart, psychology professor who passed away at the age of 47. The memorial will be held in HSS 165; donations in his name can be made to the San Diego AIDS Project. The Appointments to the DPAC (District Planning and Advisory Committee) and DPAC sub committees include: DPAC - Mitra Moassessi and Sandi Burnett. Budget Committee -- Howard Stahl and Mitra Moassessi. Human Resources – Odemaris Valdivia, and Dennis Frisch. Facilities -- Fran Chandler and Nick Pernisco. Technology -- Tom Peters and Mario Martinez. College Services -- Tracey Ellis and Michael Strathearn.
Executive Secretary recognition for 15 years service will be discussed at the Executive Committee meeting; President, Mitra Moassessi will report back to the assembly, on any motion or decision, at the next Representative meeting.
Problems with salary compensation: There was an error in the August paycheck for Full-time faculty on the 12-month cycle; this was rectified in the September paycheck. Part-time faculty with office hours for spring 2009, were underpaid for one week of compensation; this will be rectified.
DPAC and Budget Committee: President Mitra Moassessi reported on the DPAC Budget Committee. Twenty one recommendations vetted by the committee were approved by DPAC; Dr. Tsang accepted some, rejected some, accepted some at a lower percentage; and some are under study. These recommendations will be posted on-line on the SMCFA website: http://www.SMCFA.org
Last week the Budget Committee met and discussed the adopted budget. One of the most significant cuts will be reducing the winter schedule by 50%. The Budget Committee voted to support the adopted budget; Mitra Moassessi and Howard Stahl, Faculty Association representatives at the Budget Committee, voted against the adopted budget. Although they agreed the process of shared governance was followed, FA representatives did not support the budget because DPAC recommendations were enacted to such a small degree. The Faculty Association representatives also felt that cutting classes should not represent the largest area of savings in expenditures. The FA questions why the college continues to spend money on advertising and marketing when classes are being cut and the classes that are scheduled are over 98% full. The FA also voted against the adopted budget at DPAC. On September 15, the Board of Trustees will receive the adopted budget.
Election results: Jacki Scott, 2009 Co-Chair of the Nominations and Elections Committee, announced the results of the spring 2009 elections: President -- Mitra Moassessi, Vice-President -- Sandi Burnett, Treasurer -- Mario Martinez.
VI. Approval of Ad-Hoc Retirement Committee It was moved by Lantz Simpson “that the Ad-Hoc Retirement Committee be approved.” Passed unanimously. VII. Approval of Executive Committee It was moved by Dennis Frisch “that the appointments to the Executive Committee be approved.” Passed unanimously.
VIII. Election of Executive Committee At-Large Members Nominations were taken from the Assembly floor for three At-Large Executive Committee members. Nominees were: Jacki Scott, David Zehr, Alicia Villapondo, and Richard Tahvildaran. Kym McBride, Nominations and Elections Chair, distributed and tabulated ballots. David Zehr, Jacki Scott, and Alicia Villapando were elected to the three At-Large Executive Committee seats.
IX. Approval of Negotiating Council: Chief Negotiator, Howard Stahl introduced the members of the 2010 Negotiating Council. It was moved by Dennis Frisch “that the appointments to the Negotiating Council be approved.” Passed unanimously. X. District Budget Report – Chief Negotiator, Howard Stahl reported on the college budget and the work of the DPAC Budget Committee over the summer (http://www.smcfa.org/pdf/BudgetReport.pdf )
