When was the Faculty Association formed?

The Faculty Association was formed in 1976, after the legislature passed the Educational Employment Relations Act (EERA), which established collective bargaining for the California community colleges. In 1978, the faculty of the college voted to make the Association the exclusive representative of all college faculty in the arena of collective bargaining.

The meeting was called to order at 11:23 a.m., a quorum was present.

 

I.               Approval of Minutes March 3, 2009

The minutes of March 4th were corrected by inserting the years for the budget scenarios, correcting budget committee to DPAC budget sub-committee and the benefits committee to college wide benefits committee.

It was moved by David Zehr to approve the minutes as corrected.

 

Passed unanimously

 

II.             President’s Report

Parking: The FA won the parking grievance, and has reached an agreement with the District. The agreement has been posted on the FA website.

FACCC Elections: Dennis Frisch is running for FACCC President; Mitra Moassessi is running for Governor at Large. Voting begins online April 2 and continues until April 30.

It was moved by Lantz Simpson “that the Representative Assembly endorse Dennis Frisch for President of FACCC and Mitra Moassessi for Governor at Large, and to encourage all faculty to vote in the FACCC election.”

 

Passed unanimously

DPAC, March 24th meeting: Discussion on exploration of future program possibilities:

Dr. Tsang has presented several ideas for future program possibilities.

Offering credit classes for out of state students through contract education, creating an extension program at SMC (like UCLA Extension), and to create a university center. The creation of an extension program would require legislative action.

The Academic Senate has created an ad-hoc committee to look into the professional aspects of these suggestions.

 

FA Department Chairs committee: The Chairs are discussing a system to record SLOs. The FA is interested in working conditions related to SLOs and will demand to bargain this if necessary.

 

Evaluation Committee: Last semester the FA worked on resolving the problems with student evaluations. The college has installed drop boxes at multiple locations, as accessible receptacles where students can drop off evaluation forms. This semester the Faculty Association has formed an evaluation committee, which includes Judith Remmes, Kym McBride, Jennifer Merlic, Andrew Nestler, and Laurie Gugliemo. Three administrators will also be appointed as members of the committee. The goal of this committee is to review and if necessary revise the process of peer evaluation.

 

Announcements:

FACCC dues are tax deductible.

The SMCFA website now connects to the twitter account.

 

III.           Measure A

Harry Keiley, President of the Santa Monica Malibu California Teacher Association reported on Measure A, and asked for the FA’s endorsement. Like the community colleges, K-12 has also been hit hard by the economic downturn. Mr. Keiley suggested that when the unions work together they are stronger. 61 teachers have received lay off notices.  

 

It was moved by Howard Stahl “that the Representative Assembly endorse and support Measure A.”

 

Passed unanimously

 

 It was moved by Dennis Frisch “that the FA contribute $1000 in support of Measure A.”

IV.           Negotiations Reports – Howard Stahl

The negotiating team has been appointed; team members are: Dennis Frisch, Howard Stahl, Jacki Scott, and Peter Morse with Janet Watts as the resource person.

V.             Retirement Committee Report – Tom Peters

CalSTRS took a big hit during the economic downturn. STRS is looking to increase contributions. The windfall proposal will be on the table as Social Security reform is on the table. The FACCC retirement committee has looked at ten assembly bills and three senate bills; only three have some effect on pensions. STRS is looking to increase employer contributions. Assembly Bill 506 passed; this bill requires all retired members who are under age 60 to have their retirement benefit reduced dollar-for-dollar by the amount they earn in CalSTRS covered employment for the first six calendar months following their retirement date.

Becky Curtis has written an article on the attack on public pensions and the current state of CalSTRS, which will be in the spring issue of the FACCCTs journal.

 

There will be a LA College Faculty Guild Health and Retirement conference at the Sheraton hotel in downtown LA on April 16. This event is co-sponsored by FACCC and registration is available for SMC faculty.
