President's Report - Lantz Simpson A. Kym McBride announced the Recognition Breakfast to be held June 19, 2002 and urged members to attend. B. Lantz reported on the California Community College Independents (CCCI) meeting, which met in San Diego last weekend. The issue under discussion was the need for more resources to allow CCCI representatives to become more active at the state level. The other major unions are well represented in Sacramento, and the independent unions should also have a voice. next fall, SMCFA will discuss the possibility of raising the amount of dues we pay to CCCI. C. Congratulations to Ken Mason who has been elected Vice President of FACCC. FACCC needs members on many of its committees. Lantz asked for volunteers. - Elections Committee Report - Beverly Tholen

A. The contract has been signed, printed, and sent to all full-time faculty members. The webmaster, Kathy Sucher, will post it on the website as soon as possible. B. The Senate will forward a proposal for distance education to the Negotiation Council. C. Provision for more parking spaces for staff in possibly a central location is under discussion. D. For the final calendar for 2002-3, recommendations from the Academic Senate and the department chairs are taken into account by FA negotiating team. E. Reassigned time for five new department chairs is on the agenda for talks. F. The criterion for load negotiations is to make the load fair for all faculty. - No load factor will increase.
- One possible proposal is that load changes will go through the Curriculum Committee of the Academic Senate.
- Budget Committee - Mitra Moassessi
At the May SMC Board of Trustees meeting, Mr. Donner presented the third quarter budget report for the Board members' signatures. After the members had signed the report to be forwarded to the state, Mitra discovered an error of $2.5 million, which was then corrected in time for the next budget meeting. The error was that the District had used adopted budget figures insteadd of projected figures. Projected figures indeed show the District with a low reserve (less than 3% of total expenditures) of $2.5 million, which would place the district on the Chancellor's watch list. Being on the watch list allows the district not to hire full-time faculty in accordance with AB1725 guidelines. For the coming year, the budget includes funds for replacing retiring faculty, which is only five full-time hires. - For the Good of the Order
Chuck Nelson announced the meeting to develop a "Bill of Rights" for adjunct faculty. Lantz reminded the group of the CPFA conference to be held here at SMC on Saturday and Sunday, June 1 and 2.
