President's Report-Lantz Simpson A. The March 17 community college rally in Sacramento was historic, the largest ever community college rally. There were an estimated 10,00 faculty, staff, students, and union representatives from all around the state. B. On March 28, a southern California rally is scheduled at Pershing Square, outside Davis's offices from 11-1. Fifteen or more southern California colleges will be sending people to this rally. C. "March 15 letters" or notices of termination have sent to fifteen full time instructors. At least seven of the faculty have retreat rights. Budget savings are not as great as the administration originally believed. D. The Budget Committee subcommittee on retirement incentives has reached general agreement but has agreed on no specific plan as yet. E. The Budget Committee continues to meet with no plan presented by the district as yet. II. Approval of minutes, October 17, 2002 and February 27, 2003 The minutes were approved unanimously with corrections to the attendance list. III. Motion from the Executive Committee By-laws Revision-Second Reading Article IX Section B: Chief Negotiator 8. For the duration of the contract, the Chief Negotiator shall have the authority to develop and sign Memoranda of Understanding subject to approval of the President, the Negotiating Council and the Representative Assembly at its next meeting. The motion passed unanimously. IV. Motion from the Executive Committee-Overload Assignments In order to save employment for adjunct (part-time faculty) the Representative Assembly of the Faculty Association requests the full-time faculty to voluntarily forego overload teaching in Fall 2003 and Spring, 2004, and urges department chairs to encourage full-time faculty to voluntarily forego overloads during the current budget crisis. Charles Donaldson moved and Becky Curtis seconded to add the word "voluntarily" (underlined) to the wording of the motion. Amendment passed with two abstentions. Motion passed, two no votes. V.
