I. President's Report-Lantz Simpson A. Josh Kanin announced the teach-in in preparation for the Lobbying Day in Sacramento. The teach-in is 6-10 P.M. on March 12 in the Concert Hall. B. Mitra Moassessi and Lantz Simpson met with Robert Sammis and a representative from the county office of education to discuss the problems of the part-time faculty service credit reporting. The importance of this reporting is that it affects the benefits received by part-timers in retirement. The county is recording just what the various districts report, so the next step is to make sure Santa Monica College district is reporting correctly to the county. Another issue is that all districts in the state were to go back to the 1996-97 school year and correct the reporting, but apparently no college districts have yet corrected the numbers for those years. Is it time for someone to file suit? C. On the Board of Trustees consent agenda for the last meeting was an item saying that a private company called DLI would pay the district $481,000 for the on-line curriculum developed for some nursing courses. The idea for the on-line course was never submitted to the curriculum committee or even to the whole nursing department. Title 5 regulations require that all courses must be submitted to and approved by the Curriculum Committee of the Academic Senate. D. The 2004-05 calendar had to be accepted as the district wished, with a starting date of August 23. II. Elections Committee Report-Dennis Frisch Congratulations to Mitra Moassessi who has been elected to the position of Chief Negotiator. III. Approval of Health Benefits Consultant Dennis Frisch moved and Richard Mednick seconded the motion to approve the hiring on an hourly basis of Fickewirth and Associates as Health Benefits consultant to the Faculty Association. Motion passed unanimously. IV. Resolution on Part-time Faculty State Budget Categoricals-Executive Committee Motion Be it so moved: WHEREAS part-time faculty play an integral role at Santa Monica College, and WHEREAS in 2001 legislation was passed and categorical funding set aside to help close the inequities between full time and part-time faculty by providing additional funding to part-time faculty for their salaries, and WHEREAS the Board of Governor's Policy Statement regarding these funds states in part, "The funds in Schedule (16) of this item shall be allocated solely to increase compensation for part-time faculty from the amounts previously authorized," and "These funds are to be used to assist districts in making part-time faculty salaries more comparable to full-time salaries for similar work, as determined by each district's local collective bargaining unit." and WHEREAS AB 3099 (1996), AB 301 (1997), and AB 420 (1999) were passed to provide funding for part-time faculty office hours and health benefits, and WHEREAS all these funds may be folded into the base or general funding; BE IT RESOLVED that the Faculty Association supports the intentions of the original 2001 legislation and honors Santa Monica College's part-time faculty by insisting this money continue to be kept as categorical funding, to be used for the purposes for which it was intended. Motion passed unanimously. V. Socially Responsible Investments Lantz Simpson requested that any members with information concerning socially responsible investment opportunities contact him or Mitra with prospectus and information concerning funds. The Executive Committee will need to discuss what is acceptable as the meaning of "socially responsible" and report to the Assembly. Meeting adjourned at 12:35 P.M.
