Who conducts the negotiations for the Faculty Association?

The Negotiating Council, under the leadership of the Chief Negotiator, has the responsibility of conducting negotiations with the District. A three-member Negotiating Team, led by the Chief Negotiator, meets with District negotiators to reach agreement on a new contract, and reports back to the Council for its advice and consent. The Council, in turn, reports to the membership. All new contracts must be ratified by a vote of the Association membership.

I. Approval of Minutes

Minutes from Feb 23, March 9, March 23, and April 6, 2006 were approved as corrected.

M/S: Burnett/Bolivar-Owen. Passed unanimously.

 

II. President's Report :

Compton Community College : Regarding SMC extending its accreditation to Compton Community College , even if Compton loses its accreditation, it will continue to be a Community College. If SMC were to extend its accreditation to Compton , their community college collective bargaining agent would continue to represent their faculty. SMC and Compton share the same attorney; when our attorney gets back in town, any legal issues can be worked out.

 

The FA will negotiate on behalf of any SMC faculty who work at Compton (in terms of articulation and quality control) to assure that they will receive a stipend.

 

From a union perspective, SMCFA should support the 10-week arrangement with Compton as a gesture of solidarity to our fellow faculty who otherwise could lose their jobs.

 

MOTION : The Representative Assembly supports SMC's plan to extend its accreditation to Compton College as an act of solidarity with our fellow Community College faculty and staff.

M/S: Curtis/Padilla. Passed with 3 Noes; 1 abstention.

 

FACCC Report

Bill Hewitt was elected as President; Dennis Frisch was elected to the Board of Governors.

 

III. Negotiations Report :

Mitra reported on the May 10 th Negotiating Session. The District has declared impasse which means that PERB (Public Employees Relations Board) will investigate and make a determination of whether we are indeed at impasse.

 

The President and Chief Negotiator asked for direction from the Representative Assembly about how to proceed. There was discussion on the floor about whether we should continue to press for our demands or whether we should settle for 3.5%.

 

Mitra made a recommendation to continue putting pressure on the Board. Also, if the District brings a new offer to the table, the negotiators will bring the offer to the Assembly.

 

MOTION : The Representative Assembly endorses and supports Mitra Moassessi's recommendation.
