President's Report

 

Petition : Representative Assembly members were asked to sign a petition endorsing Carolyn Widener's nomination to the STRS Board.

 

DPAC Budget Committee : Lantz reported on the most recent DPAC Budget Committee meeting at which 7 recommendations were passed; these will now be sent to Dr. Tsang.

1 – That the college use non-general funds such as Props U & S to move as quickly as possible to self-sufficient energy systems such as solar, etc.

 

2 – That the principle of using non-general funds such as Props U & S to move as quickly as possible to install energy efficient technologies (e.g., motion sensors for lights, flat screens for computers).

 

3 – That contracting out be minimized.

 

4 – That the college advertising budget be cut by 50%.

 

5 – That there be a moratorium on short-term subs in classes.

 

6 – That the college conduct a cost-benefit analysis of the college's fixed assets.

 

7 – That the college move towards internal benchmarks for establishing ratios of administrators to FT faculty and managers to classified staff.

 

8 – That overtime for classified staff be limited to non-seasonal emergencies.

 

Special Guest -- Former Assemblymember Fran Pavley.

Pavley, former 8 th grade teacher, will be running for the State Senate in 2008. While in the Assembly, she served on the K-12 committee, the environment/global warming committee, and committee for a clean energy future. She has been working closely with FACCC. She is optimistic about the CCCI initiative which will be on the February 2008 ballot (at the time of the Presidential Primary); the initiative will stabilize CC funding and takes into consideration enrollment growth, and will reduce student fees to $15. She talked about the importance of supporting the training of quality, competent teachers for the future and the role of the CC in this regard. She's currently working for the Natural Resources Defense Council in Santa Monica ; she recommends seeking private sector cooperation and help from Denny Zane in the quest to green the SMC campus.

 

Approval of Minutes – March 15, 2007. Minutes approved as corrected:
Item V: Dynamic Enrollment: the words “up to midnight of the first of class” to “up to midnight before the first day of class”

M/S: (Kennedy/Stahl) Passed unanimously.

 

Resolution from the Executive Committee

The Executive Committee endorses Dennis Frisch for Treasurer in the FACCC election.

 

M/S: (Goldstein/Curtis) The Representative Assembly endorses Dennis Frisch for Treasurer. Passed unanimously.

 

M/S: (Lavalee/Bolivar-Owen) The Representative Assembly endorses the following candidates for the FACCC Board of Governors:

•  Mary Lee Shelton, San Jose CC

•  Jim Newman, Rio Hondo, President of the Rio Hondo Faculty Association

•  Jeanne Dunphy, LACC

Passed unanimously

 

2007-08 Elections, Nominations from the Floor – Elections Chair, Kym McBride, could not conduct the nominations due to her medical condition. By consent, the Assembly appointed Sandi Burnett to conduct nominations.

Election 2007 Timetable:

Nomination forms will be distributed April 24-25.

Nominations will be due May 4.

Ballots will go out on May 14.

Ballots will be due May 24.

 

The following people were nominated:

For President: Lantz Simpson

For Vice-President: Dennis Frisch, Kathy Sucher

For Treasurer: Tracey Ellis

 

Resolution from the Executive Committee

The Executive Committee recommends modifying the Faculty Association bylaws to include a new committee: The Distance Education Committee. Additionally, the Public Affairs Committee is being renamed, and a Governmental Relations Committee is being formed. Language will be presented at the Assembly meeting.

 

The first-reading of these amendments (see attached) to the bylaws was passed unanimously.

 

Resolution Supporting Health Care Reform in California

M/S: (Frisch/Burnett) The Executive Committee recommends the Representative Assembly endorse SB 840 and that individual faculty members be encouraged to sign the petition at www.onecarenow.org in support of the bill.

Passed unanimously.

 

Negotiations Report – Mitra Moassessi

The District has not sunshined yet; meanwhile, the Negotiating Council is meeting weekly to review the current contract and evaluate faculty input to date.

All are invited to a part-time party on May 4 th at Becky Curtis' house to launch the Part-Time Handbook which Becky has just completed.
