The meeting was called to order at 11:25 A.M.
I. President's Report-Lantz Simpson A. The reassigned time issue has been referred to committee in the Academic Senate. Both the college district and the ChancellorÕs office have filed answers to the 50% lawsuit. The Chancellor's position is that they have no duty to enforce past years and that administrative remedies have not been exhausted for the current year. The district is filing a motion to demurrer. B. The district plans to file a 50% law exemption for the current year. A public hearing will be held at the Board of Trustees meeting on December 11 in the Board Room at 7:00 P.M. C. At the PAC meeting on October 9 it was decided that members of the PAC are defined as those members of the SMC Faculty Association who have made a minimum contribution of $35 or have signed up for a $5 per month payroll deduction.
II. Bylaws Changes: First Reading Recommendations from PAC membership: A. Article III, Section A, #5 of Faculty Association Bylaws should be amended to say: "recommends endorsement of political candidates and/or ballot propositions." First reading was moved by Fran Chandler, seconded by Ben Martin, and passed unanimously. B. Article VII, Section E, #4 of Faculty Association Bylaws should be amended to read "Legislation and Public Affairs Committee." First reading was moved by Ann Maddox, seconded by Loring Emile, and passed unanimously.
III. Resolution of thanks The following motion was made by Ben Martin and seconded by David Phillips: SMCFA hereby expresses its deepest thanks to the Los Angeles Community College CFT local and to the El Camino CFT local for their generous contributions to the SMCFA legal fund. The motion passed unanimously.
IV. Negotiating Council Survey Robert Flores reported that adjunct faculty returned 199 surveys and full-time faculty returned 147. Salary was a high priority for 61.9% of the part-timers and 73.4% of full-timers. Respondents were in favor of a high percentage increase as opposed to high amounts. 57% of full-time respondents gave high priority to maintaining faculty chairs and program coordinators, while 41.2% of part time respondents gave high priority to seniority protections for adjunct faculty.
V. CCCI Report Teri Bernstein's presentation on the 50% law at the San Diego meeting was received with high interest and commended by meeting participants.
VI. Ad Hoc Committee on the 50% Law Teri Bernstein VII. Part-time Issues Task Force Report-Lantz Simpson Tom Tyner of CFT reported that it is possible that Governor Davis will include money in the next budget specifically for compensation of part-time faculty.
The meeting was adjourned at 12:30 P.M.
