I. Approval of minutes of September 19
A motion to approve the minutes of September 19 was made and passed unanimously.

II. President 's Report-Lantz Simpson
A. Mr. Simpson reported that Teri Bernstein was honored as the Vasconcellos Award Faculty Member of the Year for her outstanding work on the 50% lawsuit.
B. The Community College of California Independents (Unions) Conference will be held on October 18-20. Lantz Simpson and Ken Mason will attend.
C. Ken Mason encouraged members to attend the October 26 fundraiser for Fran Pavley. California Assembly person from the Santa Monica area. FACCC and the Santa Monica College Faculty Association Political Action Committee jointly sponsor the event. Donations of at least $35 are requested.


III. Endorsement of Board of Trustees candidates-Ken Mason
A motion was brought from the Executive Committee to endorse Nancy Greenstein and Bill Winslow for the Santa Monica College Board of Trustees. The Representative Assembly passed the motion unanimously.


IV. Approval of Faculty Association reassigned time for Winter and Spring, 2003
Lantz explained that the district provides 1.4 FTE per semester for reassigned time and the Faculty Association then has the option of purchasing 5.0 FTE per semester. The executive committee moves recommends to the assembly the following reassigned time for Winter and Spring semesters 2003.
Winter, 2003: President, 20%; Chief Negotiator, 10%; Negotiating team member, 10%
Spring, 2003: President, 80%; Vice President, 60%; Chief Negotiator, 40%; Negotiating team member/Office hours study, 20%; Website administrator, 20%; Hourly faculty chair, 20%
Approval was passed unanimously.


V. By-laws Committee Report and First Reading
The by-laws committee worked over the summer and presented recommendations to the Executive Committee. The Executive Committee approved the first reading. The Assembly was presented with a copy of the revised version of the by-laws. Highlights of the proposed changes follow.
A. Since a credit union is easily available to members of the association, Article 111, #4 authorizing emergency loans to members, is deleted.
B. Article IV-Committee suggested modifications to officers' duties that more clearly reflect current practice.
C. Changes and additions to committees
1. Add a website committee
2. Adding a Department Chairs committee will allow for discussions of contract issues with department chairs, creating a forum for feedback from chairs on contract issues and providing an opportunity to clarify chairs' questions concerning the contract and duties of chairs.
D. Changes to Nominations and Elections-Article IX
1. Officers will have 2 (two) year terms except for the chief negotiator.
2. Article IX A: 1B-Chief negotiator's term should last for the duration of the contract cycle.
The following sections Article IXA: 1B, IXA: 3B and III D were pulled and sent to the Executive Committee for further discussion.
The motion to accept the first reading of the by-laws revision passed unanimously.

VI. Negotiations Report-Robert Flores
Department chair stipends have been modified to reflect the changes in size of the department except for the business and computer departments, which have not yet been resolved. A joint faculty and administration committee will study reassigned time for department chairs.
Full time faculty will receive the 2% COLA on the October 1 paycheck.
The load committee continues to meet and the team continues to deal with staff parking issues.

VII. Executive Committee motion to pass a resolution of support for the International Longshoremen Workers Union (ILWU)
The following resolution passed unanimously by the Representative Assembly.
Resolution in support of the ILWU's contract negotiations

WHEREAS: the ILWU is engaged in contentious contract negotiations with the shipping and stevedoring employer group, the Pacific Maritime Association; and
WHEREAS: the PMA has consistently refused to negotiate seriously, demanding numerous concessions and proposing offers designed to be rejected; and
WHEREAS: the PMA is using these stalling tactics waiting for the federal government to intervene on its behalf to achieve advantages it could not get in collective bargaining: and
WHEREAS: the ILWU has always been a leader in the American labor movement, pioneering and setting the standards for good wages, benefits and pensions: and
WHEREAS: the ILWU has always been a union with a strong sense of worker solidarity and has taken many crucial and effective actions in support of other workers' struggles around the country and the world; and
WHEREAS: if the employers and the government are able to break the ILWU, no union in the U.S. is safe;
THEREFORE BE IT RESOLVED that the Santa Monica College Faculty Association affirm its members' support for the ILWU in its contract negotiations.
BE IT FURTHER RESOLVED that the members of Santa Monica College Faculty Association support the ILWU's legal right to collectively bargain and to strike without government intervention.
