President's Report-Lantz Simpson Lantz reminded the assembly of the endorsement last meeting of Nancy Greenstein and Bill Winslow for the Santa Monica College Board of Trustees. Election is next Tuesday. II. By-laws revision-Second reading of the Executive Committee motion to approve the following changes to the bylaws of the Faculty Association: (Highlights of the proposed changes follow:) A. Since a credit union is easily available to members of the association, Article III, #4 authorizing emergency loans to members, is deleted. B. Article IV-- Committee suggested modifications to officers' duties that more clearly reflect current practice. C. Changes and additions to committees 1. Add a website committee 2. Adding a Department Chairs committee will allow for discussions of contract issues with department chairs, creating a forum for feedback from chairs on contract issues and providing an opportunity to clarify chairs' questions concerning the contract and duties of chairs. D. Changes to Nominations and Elections-Article IX 1. Officers will have 2 (two) year terms except for the Chief Negotiator 2. Article IX A: 3B-Chief negotiator's term should last for the duration of the contract cycle. Article IX, Section A, 3, B regarding the term of the Chief Negotiator was tabled for sub-committee recommendations. An amendment was proposed to Article VIII, Section 4, B,2 that Social Science be changed to Social Science and Philosophy. Passed unanimously. Article II, Section D concerning limits on expenditures was tabled. Main motion passed unanimously. III. By-laws revision first reading pulled from agenda. Office Manager/Executive Secretary IV. Presentation of 2002-2003 Faculty Association Budget-Mitra Moassessi Executive Committee motion is to approve the 2002-2003 budget as presented. A motion was made to table the approval of the budget until the next meeting when the Treasurer will present a balance sheet showing assets and liabilities. The motion carried with 4 nays. V. The Executive Committee motion to approve George Marcopulos as Chair of Benefits Committee passed unanimously. VI. Presentation of Part-time Bill of Rights-Andrew Walzer An amendment was proposed to change "Equal status should include:" to "equal status includes'. Passed unanimously. The main motion passed with three (3) nays. VII. Report on the CCCI Conference-The main issue of discussion concerned the problem of gaining the support of the California Teachers Association for including community college growth in the Proposition 98 funding formula. VIII. Presentation of Motion to FACCC to support AB1725 hiring provisions. "The SMC Faculty Association urges FACCC to support the full intent of the AB1725 75%-25% hiring ratios by vigorously opposing deferrals and waivers of California community college full time hiring obligations."
