Representative Assembly Meeting

December 5, 2002

I.       President’s Report-Lantz Simpson

     .

      A. Announcement-On December 12 there will be a planning session in B111 at 11:15 for the presentation of the Part-time Bill of Rights.

      

      B. For faculty teching on-line classes a Memorandum of Understanding provides a stipend for the cost of installing a high speed internet access line in your home.  Send proof of installation and monthly bill to Dot Gelvin for reimbursement.

 

II.      Approval of Rick Russell as Chair of the Department Chairs Committee

     

       Approved unanimously.

 

III.     Motion from the Executive Committee

 

The Executive Committee recommends that the Representative Assembly approve to contract with the firm of Miller, Kaplan, Arase and Co. to prepare the governmental reports for the SMCFA-PAC.

 

The motion was approved unanimously.      

 

IV.     Bylaws Revision - Second Reading

ARTICLE IX

Nomination and Election,

Special Election Procedures

 

Section A:    Elective Positions

 

1.       Officers

          B.      Chief Negotiator: The Chief Negotiator shall serve for the duration of the contract cycle. two-year term and may be reelected.

         

3.       Terms of office

 

          A.      Except for Chief Negotiator, the terms of office shall begin the first duty day in the Fall semester.

 

          B.      Chief Negotiator

 

1.  The Chief Negotiator shall be elected in the fall of even-numbered years and shall take office on the first duty day of the Spring semester in odd-numbered years.  The Chief Negotiator's term shall commence 60 days after the signing of a new collective bargaining agreement and shall serve until 60 days after the end of the subsequent agreement. Within that 60 day period a special election shall be called to elect successor Chief Negotiator.

 

2.  If negotiations are taking place during the fall of an even-numbered year, the Representative Assembly may postpone the election of Chief Negotiator by a 2/3 (two-thirds) vote of those in attendance who vote until after the collective bargaining agreement is reached.  If the election is postponed, the Chief Negotiator shall continue to serve until the outcome of the election.

 

 

 The above revisions to the bylaws were unanimously approved.

 

 

 

 

 

 

 

 

V.      Bylaws Revision - First Reading

 

ARTICLE III

Representative Assembly

 

          Section D:    Limits on Expenditures

         

          Expenditures not in the annual budget in excess of $3000 5% of the total annual budget must be voted upon by the Representative Assembly full membership. in accordance with Article IX, Section D, 3, by placing ballots in their mailboxes accompanied by a full explanation of the nature of the expenditure(s).

 

A motion was made to return this revision to the Executive Committee for clarification.  The motion passed unanimously.

 

   

VI.     Bylaws Revision - First Reading

          Office Manager/Executive Secretary

 

The recommendation is to replace the term office manager with executive secretary.

 

The meeting was adjourned at 12:35 P.M.
