MOTION (Tahvildarah/Bolivar-Owen): The Chief Negotiator should be 80% for Spring. Passed with one no vote.

 

Elections Committee Report

Voting for Chief Negotiator continues through Monday, December 11, 2006 . Counting of the ballots will take place in the Faculty Association office beginning at 12:30pm on Monday, December 11.

 

President's Report—Lantz Simpson

  1. Unfair labor practice filing – The FA filed that “the change in policy in dynamic enrollment (which allows students to enroll through the computer system up until the night before the second class meeting) is retaliation for our right-size class job action this fall.” The change in policy was imposed by the Administration without input from campus groups. PERB is deciding whether there is merit in the case so that it can move to a hearing in the Spring.
  2. CC Initiative – 711,000 signatures have been gathered out of a needed 850,000. In terms of fundraising, Associated Students has pledged to make a contribution, the SMC Foundation has contributed $20,000, the Faculty Association has contributed $22,500.
  3. DPAC Strategic Planning – Consultant Bill Reckmier from San Jose laid out a process and deadlines in order to achieve our strategic vision at the most recent DPAC meeting. A task force will be assembled of all stakeholders.
  4. LAANE dinner – The Faculty Association sent 11 people to this progressive organization's dinner in downtown L.A.
  5. Holiday Party – 3 rd annual holiday party; this one is not a fundraiser, just bring an appetizer or dessert. Saturday, December 9 at 5 pm .
  6. Swearing in of new trustees took place Tuesday, December 5 at Santa Monica City Hall . The first Board meeting with the new trustees will take place next Monday.

Lantz recognized Bill Price for his work as Picket Captain during the informational picketing in Spring of 2006; the Faculty Association presented him with a gift certificate for dinner for two at Valentino's.

 

Trustee Election Report – Martin Goldstein

Our connection with SMRR and CTA helped us to win the Board of Trustees election. We expect the new board to be much more responsive.

 

Consultation Report – Dennis Frisch

Margaret Quinones, Randy Lawson, and Dennis Frisch represent SMC in the Consultation Council for the Chancellor's Office and the Board of Governors. Dennis reported on the most recent meeting. The new funding calculation will be based on FTES and “Foundation Money,” which is based on the number of colleges and centers a district has. The Dept of Finance is objecting to the way the regulations are being written for non-credit courses.

 

FACCC is planning to introduce to change the language in the rules regarding stabilization so that colleges would have 3 years to recover from enrollment drops.

42 out of 109 California Community Colleges are in stabilization mode.

 

In response to the negative report on the Cal. Community Colleges, the Chancellor's Office is worried about a possible public relations problem.

 

NOTE: COLA for 07-08 will be at 3.8%.

 

Budget Committee Report -- Mitra Moassessi

Mitra projected several Excel sheets, including “Budget Scenario 3”, which is the budget that the Board of Trustees approved. The Budget Committee decided to go with Scenario 4, with the condition that everything would be on the table. The spreadsheets will be posted at the smcfa.org

 

NOTE: We are 42.6 FTEF over our full-time faculty obligation, even while 48% of hours of classes are taught by full-time faculty.
