I. President's Report

 

Luncheon —Maria Alvarado, Chair of the Membership Committee, reported that two weeks ago we had our first luncheon for FA representatives. It was well attended with great food, and all who attended had a good time. Thanks to everyone who attended.

 

Representative vacancies need to be filled. Send the FA president your suggestions for new members. Theater Arts and the Social Science departments have five openings each. Other departments needing members are Earth Science and Life Science.

 

Part-time Retirement Workshop —On Wednesday evening, October 16, from 6 pm to 9 pm in Business 111, Deborah Dahl Shanks from FACCC will facilitate a part-time retirement session.

New payroll calculations: Part-time faculty are now paid by the hour rather than by the unit. Instead of 4 equal paychecks –part-timers will receive 2 paychecks for 4 weeks, and 2 paychecks for 5 weeks. Ian Fraser will attend the workshop to explain the changes in payroll.

 

Full-time payroll reporting for eight week courses: Full-time faculty with 8 week overload course were being paid for 16 weeks rather than 18 weeks. Part of the problem was that flex week was not included. The District has however corrected the problem.

 

Audrey Roche put together a new spreadsheet for part-timers teaching load factor 1.

 

Monday night Board meeting/Community College Initiative —Faculty leaders from FACCC, Bill Hewitt and John McDowell, presented the Board with a report on the Community College Initiative – now called Proposition 92 -- and will present an up-date on the initiative at the next Senate meeting October 9.

 

The CCCI conference to be held October 11, 12, 13 in San Diego.

The FACCC conference will be held at the Pasadena Hilton October 18, 19, 20. Stephanie Miller from Air America will be the keynote speaker on Saturday. Conference expenses will be paid for any FA member who would like to attend.

 

Safety Committee: Fire drills required by law, will be fulfilled in the spring.

 

GASB Issue: GASB is a private foundation who makes rules for governmental accounting. When the District is audited, GASB standards are used. GASB Standard 45 goes into effect this year, and requires the District to book retiree's health benefits based on actuarial studies. Some states are raising objections to this practice. The District wants to set aside $2 million this year to fund GASB 45. DPAC will form a task force to examine GASB 45. The Budget Committee has recommended that there should be no reserve set aside for GASB this year until the task force comes up with a recommendation. Richard Tahvildaran and Lantz Simpson will co-chair the committee, and chairs of the Budget and Benefits Committee will also participate. The time to report back to DPAC will be at the beginning of the spring semester. FA members suggested that the FA officially suggest that FACCC request that the California legislature pass a law, which states that California will not be required to follow GASB 45.

 

College Budget/Stabilization —The Budget committee met and made recommendations to DPAC. DPAC approved the recommendations made by the Budget Committee concerning stabilization. Questions raised were: should the college go into stabilization this year? Lantz and Mitra suggested there could be multiple scenarios to maximize revenues. Mitra met with Chris Bonvenuto and came up with several options, including the alternative adopted by the Budget Committee that the college go to stabilization in 07/08, maximize borrowing in 06/07. This will generate an additional $3.5 million -- extra money over the two year period over 06/07 -- 07/08.

 

Academic Senate President Richard Tahvildaran reported that Chris Bonvenuto and Mitra Moassessi received a commendation by DPAC and the Budget Committee for their recommendations on stabilization.

 

II. Negotiations Report—Mitra Moassessi

CSEA has settled its contract. The District does not have a new salary proposal for the FA. The salary proposal remains unchanged. They have rejected most of the FA monetary proposals.

The parity issue is still being discussed.

  • 14 meetings to date

  • There is agreement so far on benefits for part-time faculty for optional purchasing for additional health, dental, and vision plans; and agreement on retiree auditing; the FA's right to information; changing one word on early retirement article -- changing college year to academic year; reassigned time for faculty leaders and Academic Senate changed form 66 LHE to 76 LHE; also faculty has the option for extra time for grade submissions.

 

Fran Chandler suggests that we consider impasse and fact-finding.
