  1. The Representative Assembly may create such committees as it shall deem appropriate. Committee purposes, functions, constituencies, and terms of membership shall be specified in the bylaws.

  2. Committee chairs shall be appointed by the President with the consent of the Representative Assembly. The President with the consent of the Executive Committee may remove the chair of a committee.
