Officers

Section A: President
  1. Makes appointments promptly.
  2. Prepares, in collaboration with the Treasurer and office manager, an annual budget.
  3. Manages the spending of all budgeted moneys within the limits and priorities established by the Representative Assembly.
  4. Hires, fires, directs work of and evaluates Association employees in conjunction with the Executive Committee, Representative Assembly, Chief Negotiator, and/or Ad Hoc Committee as noted for the following employees:

    Office Manager:

    When a vacancy is to occur, may appoint an interim (up to 6 weeks) if necessary, with approval of the Executive Committee. To fill the vacancy with a permanent employee, the President sets up an ad-hoc committee, approved by the Representative Assembly and, on a timely basis, recommends a candidate to be approved by the Representative Assembly. Supervises and directs work of office manager, which includes consulting with the Chief Negotiator and controlling the work flow generated by Association officers and committee chairs. Evaluates (in May) the office manager in conjunction with the Executive Committee.

    Student and temporary employees:

    With Chief Negotiator and office manager, evaluates need for student help each semester. Consults with Chief Negotiator and office manager and delegates responsibilities if appropriate for supervision and evaluation of student employees. Reports status of student employees to the Executive Committee.

    Temporary member-contractors:

    Decides, in consultation with the Executive Committee, what projects shall be recommended to the Representative Assembly for funding on a one-time only or semester-by-semester basis to be compensated at a rate determined by the Executive Committee.

  5. Presides at meetings of the general membership, Representative Assembly, Executive Committee.
  6. Calls meetings of the general membership when necessary or upon a majority vote of the Representative Assembly or the Executive Committee or a petition of ten percent (10%) of the membership.
  7. Acts as the official spokesperson for the Association except in collective bargaining.
  8. Serves as an ex-officio member of all committees except the Nominations and Elections Committee.
  9. Is a signatory to the Association checking account. With the Treasurer, signs all checks greater than $500. In the event such cosignature cannot be obtained, deputizes another signatory to do so.
  10. Serves as Faculty Association representative on collegewide committees, or appoints designee.
  11. Attends or appoints a designee to attend department chair meetings.
  12. Serves as co-editor-in-chief, in conjunction with the Vice President and Chief Negotiator, on the Editorial Board, and is responsible for ensuring that all publications are in the best interests of the Association and its members. The Editorial Board is responsible for publishing the Faculty Association Bulletin and the Hourly Advocate. Other responsiblilties of the co-editor-in-chief may include writing editorials, articles, and news items.
  13. Signs annual tax returns, after review by Association officers.
  14. Is official contact with agents for any change in Faculty Association investments.
  15. Prepares in collaboration with the Treasurer and office manager an annual budget for presentation to the Representative Assembly in October.
  16. Responsible for the timely reporting of Representative Assembly approved reassigned time to the District, and the timely accrual and payment of liability.

Section B: Chief Negotiator

  1. Serves as the leader of the Negotiating Team and the Negotiating Council.
  2. Serves as the official spokesperson of the Faculty Association in the area of collective bargaining.
  3. Develops expertise in budget analysis and negotiating skills.
  4. In conjunction with the President, chooses the nominees for the Negotiating Council.
  5. Directs employee research on budget and negotiating matters.
  6. Regularly informs Representative Assembly of status of negotiations.
  7. Serves with President on collegewide budget committee.
  8. Reviews the annual tax return.
  9. Serves as co-editor-in-chief, in conjunction with the President and Vice President, on the Editorial Board, and is responsible for ensuring that all publications are in the best interests of the Asociation and its members. The Editorial Board is responsible for publishing the Faculty Association Bulletin and the Hourly Advocate. Other responsibilities of the co-editor-in-chief may include writing editorials, articles, and news items.

Section C: Vice President

  1. Exercises temporarily the duties of the President in the event of the President's inability to serve;
  2. Assumes the office of President for the remainder of the President's term if an incapacitating disability, death, resignation, or recall leaves that office vacant;
  3. Serves as a non-voting ex-officio member of all standing committees except the Nominations and Elections Committee;
  4. Becomes familiar with the duties and responsibilities of President.
  5. Chairs Professional Rights Committee.
  6. Performs other duties as assigned by the President.
  7. Reviews the annual tax return.
  8. Serves as co-editor-in-chief, in conjunction with the President and Chief Negotiator, on the Editorial Board, and is responsible for ensuring that all publications are in the best interests of the Association and its members. The Editorial Board is responsible for publishing the Faculty Association Bulletin and the Hourly Advocate. Other responsibilities of the co-editor-in-chief my include writing editorials, articles, and news items.

    Serves as managing editor who will (1) solicit and write articles, (2) manage the editing process, (3) manage the production of printing, (4) distribute at least six issues of the Faculty Association Bulletin, and (5) plan scheduling.

    The managing editor will (6) assign the responsiblility for publication of the Hourly Advocate to the Chair of Hourly Instruction, and/or the Chair's designee, who will solicit and write articles.

    The Chair and/or designee will determine, in conjunction with the managing editor, an appropriate number or issues at the beginning of the academic year.

     

Section D: Recording Secretary

  1. Records the proceedings of all general membership and Representative Assembly meetings. In conjunction with the office manager records the proceedings of the Executive Committee. The Recording Secretary shall take minutes when personnel matters are discussed by the Executive Committee.
  2. Reviews the annual tax return.

Section E: Treasurer

  1. Establishes and maintains special funds or accounts as may be determined by the Representative Assembly.

    In conjunction with the office manager:

  2. Oversees monthly bank reconciliation and the preparation of quarterly balance sheet, income statement, and any other reporting forms required by government agencies.
  3. Presents monthly Treasurer's report and quarterly balance sheet and income statement to the Executive Committee.
  4. Records all association income and expenditures, presents a detailed written compilation report for the fiscal year ending August 31 to the Representative Assembly at the first meeting in October. Oversees preparation of annual tax returns.
  5. Collects all dues, assessments, and other income.
  6. Performs an annual review of checks and signatures, bank reconciliations, financial statements, employee income reporting records, and income tax returns prepared by employees, Association officers, and/or the outside accountant.
  7. Prepares, in collaboration with the President and the office manager, an annual budget, for presentation to the Representative Assembly in October.
  8. Is a signatory to the Association checking account, but signs checks only when the President is not available

Section F: Vacancies

    If a vacancy occurs in the offices of Secretary or Treasurer, the Representative Assembly may call a special election to fill the vacancy, or may instruct the President to submit the name of a candidate for Representative Assembly approval. If there is a vacancy in the office of Vice President or Chief Negotiator, the Representative Assembly shall call a special election to fill that vacancy, if there is more than one semester left in the term of office. If there is less than one semester left, the Representative Assembly may make an appointment to fill the vacancy.

Section G:

    Although these bylaws assume that the positions of president and chief negotiator will be held by different individuals, nothing shall restrict the right of the membership to elect the same person to both positions.
